Ibiza moves to ban new nightclub licences across the island

Ibiza officials are moving to prevent any new nightclubs from opening on the island as part of plans to limit further expansion of its nightlife sector.

The Consell d’Eivissa intends to include an island-wide ban on new nightclub licences in its forthcoming Tourism Areas Intervention Plan, known as the PIAT. Crucially, the proposal would not affect Ibiza’s existing licensed clubs, which would continue operating as normal.

First Vice President of the Consell d’Eivissa Mariano Juan outlined the plans during a council session in late June, arguing that some areas already have enough nightlife venues and that no further licences should be granted.

That means established venues, including the island’s major clubs, would not be threatened by the change. Instead, the measure would effectively put a ceiling on how much Ibiza’s licensed nightclub scene can expand in the future.

Despite the significance of an island-wide restriction, it would not represent quite as dramatic a change as it might initially sound. Most of Ibiza’s municipalities, with Sant Josep the main exception, already prevent new nightclubs from opening through their own local planning rules. The PIAT would extend the restriction across the whole island.

Juan also stressed that the Consell continues to see legal nightlife as an important part of Ibiza, pointing to its role in differentiating the island, supporting the wider tourism economy and providing thousands of jobs.

The proposed restriction comes amid a wider debate over how Ibiza manages the pressures created by tourism and nightlife, particularly unlicensed events. Recent discussions at the Consell have included illegal villa parties and other unauthorised events, alongside concerns around noise, overcrowding and their impact on residents.

Interestingly, the move also has backing from within Ibiza’s nightlife industry. Ocio de Ibiza, the association representing many of the island’s nightlife businesses, described the proposed restriction as positive, with spokesperson José Luis Benítez arguing that Ibiza does not need additional nightclubs or beach clubs. The organisation previously called for a similar moratorium more than a decade ago.

For a clubbing destination whose reputation has been built partly on constant reinvention, the change could have a long-term effect on how Ibiza’s nightlife landscape evolves. New operators could still enter the market by taking over existing licensed businesses, but the creation of entirely new nightclub venues would effectively be closed off if the PIAT is approved in its proposed form.

The PIAT remains under development, meaning the island-wide restriction has not yet formally taken effect. However, officials have made clear that preventing new nightclub licences is intended to form part of the final plan.
